The second step only works if both Win 10 Version are the same edition. Therefore, this is a two-step procedure: First update to LTSB 2015, then to the final version. Unfortunately, Microsoft decided that an update from Windows 7 to LTSB 2016 or LTSC 2019 version is not possible. Second, it would mean to reinstall all the users.
